International Data Exchange Unit
International Data Exchange Unit is responsible for the preparation of files with dactyloscopic data from tenprint cards or latents to be subsequently searched in AFIS systems across the EU Member States and the verification of obtained results.
In order to enhance international cooperation in the scope of increasing safety in Europe, the following legal instruments were introduced at the European Union level:
- Council Decision 2008/615/JHA of 23 June 2008 on the stepping up of cross-border cooperation, particularly in combating terrorism and cross-border crime;
- Council Decision 2008/616/JHA of 23 June 2008 on the implementation of Council Decision 2008/615/JHA of 23 June 2008 on the stepping up of cross-border cooperation, particularly in combating terrorism and cross-border crime (with annex containing technical specification for the exchange of DNA, dactyloscopic and vehicle registration data).
- The provisions of the above mentioned decisions shall be implemented to national law, resulting in creation of national contact points where automated international search across national AFIS systems of EU Member States will be carried out. A purpose-trained personnel will send requests to all or selected MS, receive results and subsequently take HIT or NO HIT decision.
- AFIS systems in each MS shall ensure access for automated search or comparison of fingerprint data on 7/24 basis.
Tasks of the Unit:
Maintenance of National Contact Point for dactyloscopic data, preparation of and forwarding requests submitted by national law enforcement and justice system agencies and other legal subjects, to automated fingerprint identification systems of EU MS.
Verification of search results in AFIS databases of other MS.
Monitoring of performance of interface responsible for international exchange of dactyloscopic data and Automated Fingerprint Identification System.
